Mental health support is the broader set of resources that help employees work through challenges as they come up and connect with care, often before any treatment begins.

Health plan coverage helps pay for care such as therapy and psychiatric treatment, with employees sharing the cost through copays and deductibles.

Federal law adds a layer of protection. For health plans subject to the Mental Health Parity and Addiction Equity Act, financial requirements like copays and deductibles, along with limits such as yearly visit caps and prior authorization, need to be comparable to those applied to medical and surgical care.

Support includes the resources that reach employees earlier and more directly. One such resource is the employee assistance program.

## 4 Ways HR Can Integrate Benefits and Support Programs Effectively

In EBRI's 2025 survey of benefits decision-makers, *47% identified lack of awareness of available benefits as a challenge in encouraging employees to engage with mental health care*. Stigma around mental health (43%) and confidentiality concerns (40%) were also common barriers.

Each of those barriers points to something HR can address directly.

### 1. Encouraging Employees to Use Both Benefits and Support Services

Awareness gives HR a concrete place to start, since it comes down to how and when employees hear about their options. A single mention during open enrollment is easy to forget by the time someone needs help, so the message is worth repeating at other points in the year, such as when an employee returns from leave.

It also helps to explain how the pieces connect. - Introduce the health plan's mental health coverage and the EAP during onboarding as well as open enrollment.
- Build one benefits guide that presents coverage and support side by side, with clear instructions for reaching each.
- Revisit communications after [major workplace change](https://blog.ulliance.com/employees-struggling-constant-change-how-hr-eap-help-prevent-burnout)s, when employees may face new sources of stress or uncertainty.

Each of these works with programs already in place, making them easier to find and use. When a concern traces back to a workplace problem that HR or management can resolve, a referral to support shouldn't take the place of resolving it.

That last point is easy to overlook. A benefit is hard to use if the only open appointments fall during work hours and taking that time feels risky. When employees see that stepping away for an appointment is treated like any other health need, the rest of what HR has built becomes easier to trust.

Those figures suggest that an employee seeking mental health care may face more obstacles reaching it than they would for most other care.

Measuring success starts with understanding whether employees use the resources available to them. Utilization data shows how much resources are used. It can't show on its own whether employees' mental health improves, so it works best alongside other information:

- EAP utilization reports, which typically provide aggregate information on how services are being used.
- Mental health utilization data from the health plan or third-party administrator.

Together, these can help HR spot gaps in awareness and use, and decide where to look more closely.

Return on investment is harder to pin down. A practical approach is to watch utilization alongside measures HR already tracks, such as absence patterns and engagement survey results, and look for changes over time.
